Hospital Preparedness Program (HPP)

The Hospital Preparedness Program (HPP) provides leadership and funding through cooperative agreements to states, territories, and eligible metropolitan areas to improve the healthcare system's capacity to plan for and respond to large-scale emergencies and disasters. HPP supports regional collaboration and Healthcare Preparedness and Response by encouraging the development and sustainment of Health Care Coalitions (HCC).

The Alabama HPP program administers and manages the nine coalitions in the state through the Alabama Department of Public Health Center for Emergency Preparedness.

The 9 HCCs support health care organizations in working together to prepare for, respond to, and recover from all types of threats and emergencies. The coalitions also support training and exercises preparing HCC members to handle emergencies.

The HCCs have 9 specific core functions:

  • Specialty Care Planning and Coordination
  • Respond
  • Healthcare Workforce Support
  • Resource Management
  • Training
  • Exercise and Evaluation
  • Continuity and Recovery
  • Organizational Development

  • Emergency Management Agencies (EMA)
  • Public Health
  • Public Safety (Law Enforcement and Fire Departments)
  • Infrastructure (Alabama Power, Water Departments)
  • Behavioral Health Services
  • Dialysis Centers
  • Nursing Homes and Long-Term Care Facilities
  • Home Health Agencies
  • Schools and Universities
  • Support Service Providers (Pharmacies, Blood Banks)
  • Specialty Patient Care Centers/Providers (Burn, Pediatrics, Mental Health)
  • Other Community Service Providers (Veterinarians, Dental Clinics, Faith-Based Organizations)
