Alabama Ryan White HIV/AIDS Part B Program
The Ryan White HIV/AIDS Part B Program (RWHAP) supports a comprehensive system of care that ensures ongoing access to high quality HIV care, treatment, and support services for low-income, uninsured, and underinsured people with HIV (PWH), and in limited circumstances, individuals affected by HIV.
The Alabama Department of Public Health (ADPH) administers the AIDS Drug Assistance Program (ADAP) and funds Part B services provided throughout Alabama via AIDS Service Organizations and health care providers that offer a wide range of confidential and professional services to eligible individuals.
There are four (4) requirements that individuals must meet to receive RWHAP Part B and/or ADAP services:
- Have a HIV diagnosis.
- Reside in Alabama.
- Have a total gross income at or below 400 percent of the federal poverty level (FPL).
- Have no health insurance or your insurance does not pay for the care you need.

Alabama AIDS Drug Assistance Program
The goal of the Alabama AIDS Drug Assistance Program (ADAP) is to reduce morbidity/mortality among HIV infected persons by delaying the progression of HIV disease through prevention and treatment of HIV complications. Alabama Partners in Care (APiC) is a statewide coalition of 17 organizations working in partnership with the ADPH Office of Prevention and Care and United Way of Central Alabama. HIV Re-engagement Program
The HIV Re-Engagement Program (HREP) is an initiative launched through ADPH's Office of HIV Prevention and Care, operating under a client-centered, client-driven approach.
The purpose of HREP is to enhance the Ryan White HIV/AIDS Program Part B Support Services through the provision of additional strategies to stem the transmission of HIV by identifying HIV positive individuals that are “not in care” and linking them to care through re-engagement activities.

Clinical Quality Management Program
Clinic quality management programs (CQM), under the Ryan White HIV/AIDS Program, involve activities to improve client health outcomes. These efforts focus on establishing standards and systems to measure and improve performance. Alabama’s CQM program aims to ensure all individuals with HIV who are eligible for services have access to high quality care.
The ADPH OHPC and our lead agency, the United Way of Central Alabama (UWCA), aims to meet the PCN #15-02 requirements and ADPH Performance Management/Quality Improvement Plan requirements as detailed in the plan linked below by defining the infrastructure, operations, annual goals, and quality improvement process. The CQM plan will be updated and developed periodically, at minimally annually, for the changes essential to implement the Ryan White Part B CQM program.
The CQM Plan is effective April 1, 2022, thru March 31, 2027.
